1.1.1 Non-text Content
– There is non-text content that is the sole content of a link or button and does not have alternative text.
– There is non-text content that does not have meaningful alternative text.
– There is decorative non-text content that incorrectly contains alternative text.
Non-compliance with Guideline 1.3 Adaptable
1.3.1 Info and Relationships
– There are navigation links that are not marked up as a list.
– Some content has been marked up as headings even though it is not correctly integrated into the heading hierarchy.
Non-compliance with Guideline 1.4 Distinguishable
1.4.1 Use of Colour
There are links within body text that can only be identified as links by their colour. For users with colour vision deficiencies, these may be difficult to identify as interactive elements. No additional visual distinction, such as underlining or bold text, is provided.

There are text elements where the colour contrast against the background does not meet the minimum requirements.
Non-compliance with Guideline 2.1 Keyboard Accessible
2.1.1 Keyboard
– The mobile menu is difficult to operate using the keyboard alone.
– Additional content that appears on mouse hover cannot be accessed using the keyboard.
Non-compliance with Guideline 2.4 Navigable
2.4.4 Link Purpose
– There are link texts (e.g. icons such as “+” or “×”) that do not adequately describe the purpose of the link.
2.4.6 Headings and Labels
– The heading structure is partly illogical or inconsistent.
b) Disproportionate burden
Text embedded in images (e.g. event announcements) cannot currently be made fully accessible without significantly affecting the visual design. Making these adjustments would constitute a disproportionate burden within the meaning of the accessibility requirements. Where possible, however, the content is also provided in text form.
c) Content outside the scope of the Directive
Many, primarily older PDF documents are not accessible. For example, PDF files are not tagged and can therefore not be used, or can only be used to a limited extent, by screen reader users. As a result, WCAG Success Criterion 4.1.2 (Name, Role, Value) is not met.
There are currently no plans to comprehensively revise these documents. If you experience difficulties with specific documents, please contact us. We will provide the content in an accessible format upon request. Where possible, new documents are created in an accessible format in accordance with WCAG 2.1 and the PDF/UA standard.

Where necessary, the shortcomings will be remedied. You will be informed of the outcome of the review as well as any measures taken or planned within 2 months. Complaints are reviewed by the Anti-Discrimination Officer to determine whether they relate to violations of the requirements of Section 31a of the Burgenland Anti-Discrimination Act, in particular shortcomings regarding compliance with accessibility requirements.
If the complaint is justified, the Anti-Discrimination Officer must issue recommendations for action to the responsible legal entity and propose measures aimed at remedying the identified shortcomings.
